Darrexit: British Ambassador to the United States, Kim Darroch, Has Resigned

  • British Ambassador Kim Darroch said to London that the US President Trump administration is incompetent.
  • Trump called Ambassador Kim Darroch a "very stupid guy" and criticized the outgoing Prime Minister, Theresa May, for disregarding his suggestion on the issue of Brexit.
  • After the information arrived at the British Foreign Office, it should be seen only by a few circles. How can it be exposed?

The case is unprecedented: one of the most important figures in British diplomacy, an ambassador to Washington, forced to submit his resignation after his negative analysis of the American administration leaked in the press. On Wednesday, July 10, Kim Darroch felt that he could no longer fulfill his role after the publication of British diplomatic cables in the Daily Mail where he describes US President Donald Trump as “inept,” “unstable,” and “incompetent.”

Sir Nigel Kim Darroch KCMG (born 30 April 1954) is a senior British diplomat, who served as the British Ambassador to the United States from January 2016 until he resigned on 10 July 2019. Darroch joined the Foreign and Commonwealth Office (FCO) in 1976.

“Since the leak of official documents from this embassy there has been a great deal of speculation surrounding my position and the duration of my remaining term as ambassador,” Darroch said in a letter to Simon McDonald, head of the Foreign Office. After leaks, Donald Trump assured that he would “no longer deal” with Mr. Darroch.

The British ambassador to the United States, Kim Darroch ’s evaluation of the US President Trump’s government, exposed by the British tabloids, triggered a storm in the Anglo-American relationship and revealed that the water behind the diplomatic envoys and the cryptographic telegraph was so deep.

British Ambassador Kim Darroch said to London that the US President Trump administration is incompetent. Trump was furious and said he would no longer deal with it. However, the British Prime Minister’s Office expressed its full support for the ambassador’s fulfillment of his mission.

On Tuesday, this diplomatic dispute between the United States and the United Kingdom escalated. Trump called Ambassador Kim Darroch a “very stupid guy” and criticized the outgoing Prime Minister, Theresa May, for disregarding his suggestion on the issue of Brexit. “Continue your stupid approach.”

British Foreign Secretary Jeremy Hunt later commented that Trump did not respect the Prime Minister and the United Kingdom.

British International Trade Minister Liam Fox and US Secretary of Commerce Wilbur Ross were originally scheduled to hold talks on Tuesday but temporarily canceled. Fox also expressed support for Darroch’s fulfillment of his mission.

According to the disclosure of the British tabloids, Darroch’s statement was sent via a cryptographic telegram to London, not a regular email reported by many in the media. Only the secret communications department of the British Foreign Office should receive and translate such a cryptographic telegram.

So is there someone leaking inside the UK? Or has someone deciphered the password communication between the UK and its embassy in the United States? The British authorities have launched an investigation.

Also, what is the role of a country’s ambassador? The ambassador gave Trump and his government a bad review. Why did the British government still support its ambassador?

Ambassador’s responsibility

The ambassador is the abbreviation of the Extraordinary and Plenipotentiary Ambassador, usually the highest-ranking diplomat sent by a head of state to a foreign head of state or an international institution. The ambassador enjoys full diplomatic privileges and diplomatic immunity in the presence of the state-owned representative of the head of state and the government to express opinions to the host country or to reach an agreement with the host country.

The responsibilities of the ambassador include: representation on behalf of the country and the government of the host country; protection of the interests of the country and its nationals in the territory of the country; research and investigation of all aspects of the country of residence by lawful means and honest reporting to the country Promote the development of relations between the two sides in various fields, and so on.

Kim Darroch’s confidential telegrams are in line with the usual duties of an ambassador, especially by legal means to investigate all aspects of the country and to report honestly to the country

The content of his bad review of the Trump government was made in 2017. At that time, senior staff inside the Trump administration continued to change and internal contradictions were frequently exposed in the media. Trump himself is regarded as a political amateur, and he is also facing the possibility of investigation and impeachment in the United States.

Kim Darroch could not turn a blind eye or a deaf ear to his own personal experience in Washington and other parts of the United States. Therefore, it is impossible for him not to perform his duties as a diplomat and to make a personal evaluation of his comprehensive situation in London. This is the root cause of the British government’s support for him.

But the problem is that this kind of evaluation should be top secret information, and the British ambassador will certainly inform London in the safest form. After the information arrived at the British Foreign Office, it should be seen only by a few circles. How can it be exposed?

Mastering the stick, but aiming for the yard

According to the current analysis, if there is no internal personnel leaking, another possibility is hacking.

Usually, the cryptographic telegram sent by the diplomatic envoy to the motherland will also be received by the intelligence monitoring department stationed in the country, but no password is impossible to decipher. If the cryptographic telegram of a diplomatic mission of a country is deciphered, the possible losses will be difficult to estimate. However, this situation has been repeated in history and even changed the historical process.

During the First World War, the Germans invented the cryptographic telegram in order to pass the overseas information to their diplomats. The intelligence monitoring department of the Royal Navy set up a password deciphering agency to decipher the German code.

In January 1917, German Foreign Minister Zimmerman sent an encrypted telegram to the German ambassador to Mexico, Ekadet, saying that he was forced to impose a British sea blockade. Germany will start targeting any country on February 1 of that year. “Unlimited submarine warfare.” The telegram also instructed Ekadet to persuade Mexico to form an alliance with Germany, declare war on the United States to open up another war front, and promised to help Mexico regain the three states of Texas, Arizona and New Mexico that were taken away by the United States.

After the information was intercepted and confirmed by the United Kingdom, the British Foreign Secretary met with the US ambassador. The telegram and password book copy appeared on the desk of the then US President Wilson. Subsequently, the United States, which had refused to join a major war, declared war on Germany.

During the Second World War, the Japanese Imperial Navy General and Commander of the Joint Fleet Isoroku Yamamoto had successfully attacked the US Pearl Harbor and was hated by the US military.

The Japanese army used a similar password used by the Japanese diplomatic mission. It is rumored that the first to decipher the Japanese diplomatic and Japanese military cryptographic information is the cryptographer Chi Buzhou, who worked for the CCP in the Chinese National Government. The Chinese side immediately transferred the cryptographic information to the US military.

When Yamamoto patrolled the Pacific Ocean he was ambushed by 16 American fighters who were waiting for him. The incident shocked Japan, but the Japanese still thought it was luck. They could not believe that the diplomatic code designed by Japan’s top cryptographers could be deciphered by foreigners.
