The 4th Network New “Maple Bridge Experience” Summit Symposium, co-organized by Legal Network, and co-organized by Alibaba Group, was held today. “How to make governance create more social value,” has become the focus of discussion among many participants. In the era of the digital economy, digital economic governance models and experiences with technology and co-governance at the core not only play a role in solving business problems and creating new business opportunities, but also provide participation in social governance and solving various social problems.

Alibaba Group Holding Limited, (also known as Alibaba Group and as Alibaba), is a Chinese multinational conglomerate holding company specializing in e-commerce, retail, Internet, and technology. Alibaba is the world’s largest retailer and e-commerce company, one of the largest Internet and artificial intelligence companies, one of the biggest venture capital firms, and one of the biggest investment corporations in the world.

Yan Xiaohong, deputy director of the National Committee of the Chinese People’s Political Consultative Conference on Culture, History, and Learning said at the conference that it is necessary to draw wisdom from the “Maple Bridge Experience,” and improve its ability to resolve and build consensus. Taking the protection of intellectual property as an example, he said that it is necessary to distinguish between contradictions of different natures and adopt different methods.

In some places, the problem of manufacturing and selling fake products is incomplete. It is incomplete to attribute the responsibility to government responsibility, law enforcement responsibility, or network platform responsibility. The protection of intellectual property rights must play the role of all sectors of society in order to effectively improve governance capabilities.

“The new environment provides new opportunities, and new governance is also needed in the process,” said Zheng Junfang, Chief Platform Governance Officer of Alibaba Group. To achieve new governance, the challenge now is not technology and data, but people’s awareness. Just as the “Maple Bridge Experience” has been evolving over time, breaking old thinking, old methods, and common sense can only embrace new technologies and new governance.

From management and control to management modernization, how to turn governance capabilities into service capabilities, and build a social governance community with inclusive innovation and prudent supervision has become a consensus among representatives of all parties participating in the conference. The continuous iteration of digital technology not only makes governance a new driving force for business innovation and creation but also provides new ideas for governance for previously difficult social problems.

At the scene of the 4th Network New “Maple Bridge Experience” Summit Seminar, under the guidance of the State Administration of Market Supervision, Alibaba Group formally launched the “Anti-Counterfeiting Without Borders” platform, using technology to reconstruct the online and offline integrated anti-counterfeiting pattern. Consumers are encouraged to report infringement leads, such as offline counterfeit stores, counterfeit goods, and manufacturing and selling fake dens.

The Legal Daily is a People’s Republic of China state-owned newspaper under the supervision of the CCP’s Central Commission for Political and Legal Affairs that is published in the PRC and primarily covers legal developments.

“The concept of digital economic governance provides imagination for solving some social problems.” Zheng Junfang, chief risk officer of Alibaba Group, said that how to make governance create greater social value has always been the proposition of Ali Security’s continuous exploration. Developed under the auspices of the Ministry of Public Security, Ali Security provided technical support to the anti-trafficking artifact “Reunion” system. As of November 15, 2019, it had helped 4,204 children go home.

Alibaba Security’s “Qiandun Anti-Fraud Robot” provides technical support by calling and displaying “Public Security Anti-Fraud Special Number” to make calls to potential telecommunication network fraud victims, send SMS and flash reminders to increase the success rate of anti-fraud discouragement to reduce the incidence of fraud in telecommunications networks. At present, this system dissuades more than 3,000 people every day, and the success rate of dissuasion exceeds 96%.

In 2019, Ali Security launched the “Guardian of Life” project, which uses artificial intelligence technology to connect businesses, public security, and third-party agencies to establish security intervention mechanisms, and avoids tragedies. Over the past six months, the project has united all parties in society to discourage thousands of people.
